About the Department of Telecommunications
The Ministry of Post and Telecommunications, through the Department of Telecommunications and Technical Services, is responsible to formulate broad ICT and Telecommunication policy and strategies for the nation. These policies and strategies are required to ensure that basic ICT and Telecommunication services are available, reliable and affordable in all parts of our country. It promotes the harmonization of ICT and Telecommunication policies and regulatory frameworks within sub-regional, regional, continental and global bodies. These bodies include ECOWAS, African Union, (AU), and the International Telecommunication Union, (ITU), among others.
The Ministry also ensures that targets set by these bodies to achieve certain goals for all peoples of the world regarding the advancement of communications services become a reality in Liberia. Essentially, its programs and activities are geared towards translating resolutions and relevant concepts into implementable policy framework inline with global trend to facilitate national economic development and to promote programs that support basic social services. Primarily the Ministry’s programs are based on the following objectives:

The Ministry also ensures that targets set by these bodies to achieve certain goals for all peoples of the world regarding the advancement of communications services become a reality in Liberia. Essentially, its programs and activities are geared towards translating resolutions and relevant concepts into implementable policy framework inline with global trend to facilitate national economic development and to promote programs that support basic social services. Primarily the Ministry’s programs are based on the following objectives:
- Promote competition and liberalization
- Promote the acceleration of basic communications services to un-served and underserved areas and to ensure that all peoples and regions of Liberia are connected;
- Induce investment in the sector by creating a policy friendly environment
- Establish the framework to integrate GOL offices/systems through e-government nationwide;
- Encourage the development of information super-highway (Internet Backbone) for globalization and convergence;
- Accelerate the creation and management of the domain name for Liberia;
- Develop Policy of general application to the ICT and telecommunications sector
- Encourage and promote the provision of high quality and affordable telecommunications services; and to take such other actions as are required to co-ordinate Government policies and programs affecting the ICT and telecommunications sector generally.
Action Plan
The Ministry has identified the following work plan to move the sector forward:
- Mobilize resources for the construction of fiber optic network for Monrovia and its environs to help provide the necessary broadband and facilities to enhance communications services;
- Convene meeting of Ministers in charge of ICT and Telecommunication in the Mano River Union countries to validate a proposal drafted by the Ministry soliciting support from ITU to conduct feasibility study on determining a common access point the marine cable as a point of connectivity for the three countries (Guinea, Sierra Leone and Liberia)
- Provide support public-private partnership to connect Liberia to the appropriate undersea cable as a point of connectivity to the rest of the world;
- Set up Universal Access Fund and Governing Board in line with Universal Access program to accelerate services into rural communities;
- Set up a Secretariat comprising Stakeholders to implement National ICT Programs
- Establish the Global Digital Solidarity fund as requested sanctioned by ECOWAS for its membership to contribute 1% of their total revenue from the telecommunication sub-sector of their respective economies to the ECOWAS Global Digital Solidarity Fund that will be used to provide solutions to reduce access gap among member countries.
- Set up Working Group to work out details with ECOWAS and other mission from ITU on Implementing the ECOWAS Supplementary Acts to pave way to ensure national formalities to accede to the ECOWAS ICT Act
